The permit no one else went looking for

When more capacity didn’t have to mean more construction.

The challenge

The Little Rock Water Reclamation Authority was approaching a hard capacity ceiling. The obvious answer was to build more — an expensive solution ratepayers would feel for years.

The thinking

We looked for another way. Instead of starting with a bigger facility, we pursued a permit modification based on a federal court ruling that changed what the existing plant could do.

The collaboration

LRWRA and state and federal regulators, through a review no one in Arkansas had run before.

The outcome

The result: peak capacity increased from 72 to 94 MGD, 34 million gallons of required storage was eliminated, and ratepayers saved more than $10 million before design even began.

The long-term impact

And the work established the first blending permit in Arkansas and EPA Region 6 — giving other utilities a precedent to follow.

The wall that took a handshake to fix

Sometimes the engineering problem is the easy part.

The challenge

A failing retaining wall in downtown Van Buren threatened the City’s primary drainage system and a railroad trestle dating to 1913.

The thinking

The technical fix was clear. The harder problem was getting two owners to agree on how to pay for it.

The collaboration

We stepped in as the neutral party, helped broker the agreement, and then carried the project through design and construction management.

The outcome

The result was a 50/50 cost-share that kept the railroad’s portion under $200,000 and saved each party roughly $350,000 on a $388,000 project.

The long-term impact

The drainage system was secured. The historic trestle was protected. And a difficult problem became a shared solution.

A treatment plant, back on line after an F3

When the unexpected happens, the work still has to perform.

The challenge

In April 1996, an F3 tornado struck Fort Smith’s P Street Wastewater Treatment Plant, damaging the headworks, chlorine building, operations, laboratory and maintenance facilities. The plant still had to meet its permit.

The thinking

Our approach was to restore compliance first, then rebuild the below-grade headworks pump station while keeping critical systems in service — and incorporate relocated chlorination into the new footprint.

The collaboration

We worked alongside the City, FEMA, the insurer and subconsultants to help move the recovery forward.

The outcome

The work supported the City’s insurance claim and FEMA hazard-mitigation application, helping raise structures above the 100-year flood level. It ultimately earned an ACEC Engineering Excellence Award.

The long-term impact

The result wasn’t simply a restored plant. It was a plant better prepared for what could come next.

Four communities, off the failure list

Sometimes the right answer is bigger than one community.

The challenge

Four Delta communities were living with yellow water and failing equipment — and sitting on the state’s failure list without a clear path forward on their own.

The thinking

Rather than treating the communities as four separate problems, we studied the opportunity to regionalize their systems.

The collaboration

Working with the communities and the Arkansas Natural Resources Commission, we helped chart a shared path forward and support the funding effort.

The outcome

The result: roughly $12 million unlocked, the communities off the failure list, and clean water reaching more than 500 connections. Construction was completed in 2025.

The long-term impact

The regional system gives those communities something more important than a short-term fix: infrastructure built to serve families for decades.

The record that protects the runway

Sometimes protecting what comes next starts with getting the record right.

The challenge

To maintain its FAA funding, Fort Smith Regional Airport needed an airtight boundary survey and ownership record for every parcel tied to the airport — decades of acquisitions, easements and tangled property records.

The thinking

We approached it as more than a survey. We rebuilt the ownership story tract by tract.

The collaboration

The airport, Delta Airport Consultants, and the Sebastian County Tax Assessor.

The outcome

We documented 35 tracts down to acquisition date, funding source and federal project number, compiled easements, established the perimeter with permanent monuments, and reconciled tax-exemption status.

The long-term impact

The result is a defensible property record that protects federal funding and gives the airport a stronger foundation for whatever comes next.
